There are some things that you truly cannot change:

Radio spectrum is an operator’s most prized asset, but many have already allocated valuable 900 MHz spectrum for GSM. And this is a problem – because, as Scotty in Star Trek says: “ye cannae change the laws of physics!”
Refarming the spectrum is a logical solution: squeezing the bandwidth for GSM services, and using the surplus to provide faster WCDMA data and higher capacity. In the same way, 1800 MHz spectrum can be refarmed to support the rollout of LTE.
