When rolling out an LTE network alongside 3GPP2 CDMA, the enhanced Circuit Switched Fallback function (eCSFB) has to work fast. Why? Because it shortens the call set-up time in the radio network fourfold and saves battery life. But to get this up and running requires analysis and configuration of thousands of base stations. Imagine if you had to do it one by one…
Fortunately, automation has made it easy. eCSFB comes into play when a mobile user is connected to the LTE radio network and initiates a voice call. Until VoLTE is fully deployed, voice call setups are routed via the S102 tunnel instead of via the LTE radio network. In order for that to happen fast, each LTE eNodeB must know its potential CDMA neighbors and be provisioned with the correct parameter values. Likewise, the CDMA base station needs the right parameter values.
With millions of people on the move and thousands of cells, this dynamic interplay needs to be well orchestrated. And with the right parameter values, multiple benefits accrue such as:
• The core network will not be overly loaded due to S1-based voice handovers
• User call setup times even greater than legacy CDMA setup times are avoided
• Mobile phone battery life is greatly conserved
• Unnecessary CAPEX is avoided
• Customer complaints and churn are significantly reduced
With multi-vendor eNodeBs and CDMA base stations, configuring the parameter values will take tens of people working for days, notwithstanding the potential for human error. And when re-planning the frequencies, re-parenting or creating new sites, these parameters must again be optimized.
